Clark College Economic & Community Development (ECD) is Southwest Washington's premier provider of workforce training and non-credit learning, serving more than 10,000 people annually. These elements are part of ECD's vision to maintain and continually develop its status as the region's premier provider of classes, seminars, certificate programs and training opportunities that serve the residents and businesses of the Southwest Washington region.

ECD is dedicated to providing qualified, knowledgeable instructors, relevant class offerings and state-of-the-art learning centers to consistently deliver a variety of lifelong, professional and enriching learning opportunities for all individuals and organizations. This includes:
- Customized Learning and Development programs that provide local businesses, nonprofits, healthcare and government organizations with the training, leadership development and technical and business analysis tools they seek to meet business objectives.
- Community Education classes in areas of Personal Enrichment and Recreation & Wellness offerings for individuals seeking to expand their knowledge or learn a new skill.
- Mature Learning classes designed especially for lifelong learners age 55+.
- Professional Development classes in areas of Workplace and Technology that allow individuals and small businesses an opportunity to enhance employee skills and abilities.

ECD offers classes at three locations in Southwest Washington, including in the heart of downtown Vancouver at the Columbia Bank Building, the Columbia Tech Center in East Vancouver, and Clark College's main campus in central Vancouver. All campus locations offer easy access from Interstate 5, Highway 14 and nearby Interstate 205.
